FORMATION OF INFRASTRUCTURE LINKS OF THE FOOD SYSTEM IN MODERN CONDITIONS
Abstract
The article substantiates the role and importance of infrastructural support for the effective functioning of the food system in modern conditions, measures are focused on ensuring the production infrastructure facilities of the food system. It is proposed to use an institutional approach to defining the infrastructure of the food system. It is determined that the infrastructure of the food system is a set of institutions and institutions that, as a result of their functioning and interaction, are designed to regulate and provide the population of the country with food products. It is established that the main institutions of the infrastructure of the food system are financial and credit, state and legal, market and organizational, educational and consulting, production and technical, transport and logistics. The role of infrastructure institutions in increasing the efficiency of the functioning of the food system and the main problems of their functioning in Ukraine are determined. It is concluded that the development of infrastructure formations of the food system will contribute to the creation of qualitatively new relations between the production links of the system, the unification of their efforts to solve economic problems, and the improvement of the well-being of the population of rural areas. Solving the problems of the development of the infrastructure of the food system is possible only under the condition of coordination of joint actions of state institutions through the development and effective implementation of the State Target Program for the Development of Service Cooperation of the Food System of Ukraine. Its adoption should be based on the following positions: broad propaganda in the mass media of food system cooperation as one of the types of employment for different socio-age groups of the population; formation of a regional strategy for the development of food system cooperation, in particular service cooperation; development of the institute of advisory and consulting services regarding the opening and basic principles of the functioning of service cooperatives of the production link of the food system; involvement of higher educational institutions in the training of specialists in the creation and development of service cooperatives of the production link of the food system.
