DEVELOPING THE METHOD OF COMPREHENSIVE ASSESSMENT OF THE COMPETITIVENESS OF TERRITORIAL COMMUNITIES

Abstract

The comprehensive critical analysis of existing methodologies for assessing the competitiveness of territorial communities in Ukraine amidst ongoing decentralization reforms is provided in the article. The study systematically reviews multiple methodological frameworks, including the Global Competitiveness Index developed by the World Economic Forum, as well as approaches proposed by Ukrainian and international researchers. Each methodology is assessed based on its comprehensiveness, practicality, and analytical depth. The comparative analysis reveals significant limitations in existing approaches, particularly regarding their ability to address contemporary development challenges such as digitalization, changing mobility patterns, economic greening, and new forms of inter-community cooperation. Based on the identified methodological gaps, the author proposes an innovative, comprehensive approach to evaluating the competitiveness of territorial communities. This methodology integrates six key components: economic, social, infrastructural, institutional, environmental, and innovation factors, supplemented by region-specific indicators that account for unique geographical, natural, and socio-cultural features. The proposed technique employs both quantitative statistical data and qualitative expert assessments, using the Delphi method to minimize subjective biases. The research offers a detailed mathematical model for competitiveness assessment, including linear scaling for data normalization, calculation of weighted composite indices for each component, and integration into a comprehensive competitiveness index. The proposed methodology serves as a scientific foundation for strategic decision-making, targeted development programs, and investment prioritization that can enhance territorial competitiveness while accounting for regional specificities. This tool addresses the practical needs of local government officials, regional development agencies, and policymakers engaged in community development planning in the context of increasing interregional competition.
