FORMATION OF A SOCIAL INVESTMENT MECHANISM IN THE REGION
Abstract
The article is devoted to the justification of the provisions of regional investment policy, aimed at ensuring comprehensive and balanced socio-economic regional development. A reasoned conclusion is made that regional investment policy will not be systemic and comprehensive if, in addition to purely economic, innovation-technological, infrastructure and other economic components, it is not oriented towards the parameters of the social development of the region. Conversely, directing part of the investment resource to social needs allows to significantly strengthen the social resilience and security of the regional socio-economic system. Therefore, the purpose of the study is to substantiate the provisions of the social investment mechanism in the region. It is proven that the close connection between the social and economic subsystems of regional development serves as an argument in favor of the conclusion about parity attention within the framework of regional investment policy to the formation, rational distribution and effective use of investment resources for economic and social purposes. The provisions of the strategic and operational block of the financial and economic mechanism for the development of social investment in the region have been developed. It has been established that the main subject of social investment is considered to be regional authorities and local governments (as a regulator), while the subjects of socially responsible investment are business entities and the state (however, as an investor). It is shown that the regional investment policy in the field of social investment in the Lviv region, given the situation in the social sphere of the region, should be focused on eliminating existential challenges, which are large-scale external and internal migration processes, the difficulty of access for a significant part of the population to business and satisfaction, due to this, a significant range of urgent, in particular social, needs of the region's residents, especially those living in rural areas, remote and mountainous areas. The dominant goal of the financial and economic mechanism for the development of social investment in the region is determined as creating an environment of an appropriate level of quality of life in order to preserve the human potential of the region.
