PROBLEMS OF YOUTH IN PRESERVING HUMAN POTENTIAL FOR RECOVERY OF UKRAINE
Abstract
The article is devoted to the problem of preserving the human potential of Ukraine with prioritization of youth support. The experience of implementing youth policy in Ukraine is analysed, which allowed to highlight the latest tools for supporting youth. Positive are the initiatives to create the Ukrainian Youth Fund, develop the «Youth Guarantee» standard according to EU approaches, train and active of youth workers. Proactive tools are used to stimulate youth employment through micro-grant financing for the creation and development of one’s own business, and compensation for youth employment. At the same time, the growing migratory sentiments of youth after the patriotic surge of 2022 indicate the insufficiency of such measures. Therefore, priorities for supporting youth are proposed in the areas of forming, using and developing the potential of youth in Ukraine (education and employment), stimulating re-emigration to Ukraine, supporting family creation and demographic reproduction, forming a national-patriotic worldview and passionate position. It is emphasized that most developed countries have joined the struggle for human potential in the conditions of the «age of youth scarcity». For Ukraine, which continues to be resilient and fights the aggressor, it is necessary to look for ways to preserve human potential, especially through motivating young people to work and create a family in Ukraine. The sphere of youth policy of forming a national-patriotic worldview and passionate position is underestimated. However, according to the survey, 3/4 of young people determine their inability to influence even the decisions of local government bodies. This indicates significant gaps in government institutions and the youth environment. To correct the situation, initiatives to create a youth government, youth councils and elect youth mayors are expected. The education sector and the quality of educational services require radical changes. The issue of re-emigration is very sensitive, requiring public discussion. The identified priorities for supporting youth should be formalized in the State Target Program «Youth of Ukraine» for 2026-2030 and the «Youth Guarantee» standard based on the EU experience. The preservation of human potential and the sustainability of Ukraine directly depend on the effectiveness of youth support measures.
