FEATURES OF RESOURCE AND FINANCIAL SUPPORT OF PRODUCTION ACTIVITIES OF AGRICULTURAL PRODUCERS

Abstract

The article examines the problems of resource support for the production activities of agricultural producers. The transition to market economy mechanisms led to significant quantitative and qualitative changes in the structure of resource and financial support for agriculture in Ukraine. Reforming economic mechanisms in Ukraine took place simultaneously with the dismantling of components of the centralized economy. The changes introduced were unfortunately hasty, and therefore, for the most part, did not take into account existing opportunities. The necessary conditions were not created to amortize and compensate for the negative consequences of transformations. The financial sector of agricultural production suffered the greatest losses. The new circumstances of the economic environment were unfavorable and even aggressive towards agricultural enterprises. Reforming economic mechanisms took place simultaneously with the dismantling of components of the centralized economy. The changes were hasty, and therefore, for the most part, the necessary conditions were not created to amortize and compensate for the negative consequences of transformations. The main difficulties faced by agricultural producers in Ukraine in solving the issue of resource support for production activities in the agricultural sector of the economy are: limited access to loan resources due to high interest rates and difficult lending conditions; lack of alternative financial instruments; military actions, destruction of agricultural infrastructure, equipment, warehouses, elevators, and other facilities, the restoration of which requires significant investments; withdrawal of a significant amount of agricultural land due to mining and occupation; insufficient state support; logistical and infrastructure problems due to rising energy prices; shortage of specialists in the agricultural sector. Solving the problems of agricultural producers' production activities requires a comprehensive approach, training and retraining of employees, development of training programs for new personnel, involvement in work in the agricultural sector, implementation of technological modernization of processes in agriculture, their automation, and solving the problem of personnel shortage in agriculture.
