OPTIMIZATION OF FINANCIAL STRATEGIES TO ENSURING SUSTAINABLE DEVELOPMENT OF TERRITORIES IN THE CONDITIONS OF EXTERNAL CHALLENGES
Abstract
The Russian-Ukrainian war has caused serious financial challenges for regional development, including a decline in GDP, destruction of infrastructure, reduced tax revenues, and a drop in investment attractiveness. The loss of stable sources of funding and the growing budget deficit require a review of regional financial strategies, adaptation of the budget process, and the search for new mechanisms to attract resources. The article analyses the main economic risks arising from the war and changes in the state policy in the field of financial management. It is determined that ensuring the financial sustainability of regions is possible through flexible planning, diversification of funding sources and the use of innovative financial mechanisms. The author emphasizes the need to optimize the budget process in view of the crisis conditions and to attract international financial assistance. Special attention is paid to the digitalization of financial management as a key factor in improving the effectiveness of regional development strategies. The possibilities of using digital platforms for public finance administration, automation of the budget process and monitoring of financial flows are considered. The role of Big Data, artificial intelligence, and blockchain technologies in risk forecasting, minimizing corruption threats, and increasing the transparency of financial transactions is explored. The prospects for attracting alternative sources of financing, such as municipal bonds, crowdfunding platforms, and impact investing, are also considered. It is proved that the intensification of public-private partnerships and the use of modern financial instruments will contribute to the financial autonomy of the regions and their recovery. The results of the study confirm that in order to effectively manage financial resources in times of crisis, it is necessary to implement an integrated approach that includes the digitalization of financial processes, adaptive planning and expansion of funding sources. This will create the basis for increasing the financial sustainability of regions and ensuring their sustainable development even in the face of economic instability.
