DEVELOPMENT OF IT CLUSTERS IN UKRAINE AND THEIR ROLE IN THE ECONOMIC RECOVERY OF UKRAINE
Abstract
The article explores the creation and development of IT clusters. The works of Ukrainian researchers confirming the relevance of the topic have been reviewed. The activities of key IT clusters, their participants, main directions, characteristics, and specific features have been analyzed. The challenges accompanying the functioning of innovative clusters have been identified. The role of innovative clusters in the innovation ecosystem has been examined. Priority areas for the development of innovative clusters have been determined, considering global trends and the current state of the Ukrainian economy. Measures to stimulate IT cluster development based on focusing efforts on promising technologies have been proposed. Practical recommendations have been provided to create favorable conditions for the emergence and active growth of innovation clusters. The study highlights that IT clusters serve as an essential link between enterprises, educational institutions, and research centers, fostering technological advancement and digital transformation. Collaboration within clusters contributes to knowledge exchange, enhances competitiveness, and strengthens Ukraine’s position in the global technological landscape. Particular attention is paid to the impact of digitalization on cluster structures, the formation of startup ecosystems, and the role of venture capital in financing innovative projects. The development of IT clusters is also seen as a mechanism for attracting international investments, expanding export opportunities, and increasing the technological sovereignty of the state. Furthermore, the research underlines the importance of public-private partnerships in supporting IT clusters. Legislative initiatives, tax incentives, and infrastructure development are identified as key drivers for sustainable cluster growth. In the context of geopolitical challenges, IT clusters also play a vital role in cybersecurity, defense technologies, and dual-use innovations, ensuring national security and economic stability. Future research should focus on developing adaptive models for IT clusters that can effectively respond to changing global economic conditions and technological shifts.
