PROSPECTS FOR UKRAINE'S INVESTMENT ATTRACTIVENESS IN THE CONDITIONS OF MARTIAL LAW AND POST WAR RECOVERY

Abstract

The article explores the prospects for Ukraine's investment attractiveness during martial law and post-war recovery. The key factors influencing the attraction of foreign direct investment during the armed conflict, as well as measures aimed at creating a favorable investment climate, are examined. The main challenges, including military risks, legal and macroeconomic instability, and significant infrastructure destruction, are identified. Additionally, attention is paid to the impact of forced migration, disruption of supply chains, and the adaptation of enterprises to new economic conditions. The study analyzes mechanisms for attracting investments, including government support, international financial assistance, and the development potential of public-private partnerships. Special attention is given to the role of tax incentives, credit guarantees, and preferential financing mechanisms designed to reduce investment risks. The effectiveness of institutional reforms in strengthening investor confidence and the potential for improving Ukraine’s sovereign credit rating are also assessed. The experience of other countries in post-war recovery and its applicability to Ukraine's realities is considered, with a focus on best practices in infrastructure rebuilding, labor market stabilization, and attracting multinational corporations. The research findings indicate that key factors for improving Ukraine's investment appeal include macroeconomic stabilization, enhanced legal protection for investors, anti-corruption reforms, and the stimulation of strategic sectors such as energy, infrastructure, and digital technologies. The study also highlights the need for strengthening financial market regulation, improving capital market instruments, and fostering innovation-driven economic growth. The role of international partners in supporting investment activities and measures to mitigate risks for investors is discussed. Special attention is given to the necessity of transparent governance, judicial independence, and regulatory predictability as key elements of a stable investment environment. Conclusions are drawn regarding the necessity of long-term economic recovery strategies, including regional development programs, industrial modernization, and the integration of Ukraine into global value chains, to ensure sustainable economic growth after the war ends.
