STRATEGIC PARTNERSHIP OF THE TRIAD OF STAKEHOLDERS «EDUCATION – BUSINESS – STATE» IN THE TRAINING OF COMPLIANCE MANAGEMENT SPECIALISTS IN UKRAINE
Abstract
The study found that compliance management is not only an important component of the strategic management of an organization, but also a prerequisite for Ukraine's European integration processes. Based on the results of the analysis of scholars' views and approaches to the substantive understanding of the concepts of «compliance» and «compliance management», it is established that there is no single view in the interpretation of these definitions. The author's own definition of the concept of «compliance management» is proposed, which should be understood as a strategic approach to managing an organization, which includes the processes of monitoring, development and implementation of measures aimed at ensuring compliance of its activities with applicable regulations, industry and corporate standards, internal policies and ethical norms. It is proven that Ukraine has a need for specialists capable of effectively developing and implementing compliance programs and forming a compliance management system. Existing approaches to training such specialists are analyzed. It is determined that the focus is mainly on the training of anti-corruption commissioners. It is established that the development and implementation of educational programs for training specialists together with partner HEIs is envisaged by the State Anti-Corruption Program for 2023-2025, but there are no approaches to building partnerships among such stakeholders as HEIs, business structures and government institutions. The article proposes an approach to building and developing interaction between these stakeholders for the development and implementation of a quality educational product on the basis of strategic partnership. The stages of the process of creating and developing a strategic partnership of the triad of stakeholders «Education-Business-State» for creating an educational service for training compliance specialists are characterized. The results of the study can be used for further scientific research on the problem of building a strategic partnership in the field of educational services.
