PROBLEMS AND OPPORTUNITIES FOR BUSINESS DEVELOPMENT IN THE MARITIME INDUSTRY OF UKRAINE IN THE POST-WAR PERIOD
Abstract
The article is devoted to the study of problems and opportunities for the development of the maritime industry of Ukraine in the post-war period. The methods of analysis and synthesis, systematization, theoretical generalization were used for the study. It is proved that the business in the maritime industry of Ukraine could become a driving force and a powerful driver for the restoration of the country's economy in the post-war period. It is found that the full-scale military invasion of Russia into the territory of Ukraine led to problems in the maritime industry as an important component of the country's export potential. The problem of impossibility of Ukrainian grain exports was identified, which led to a shortage of grain on the world market and a significant increase in prices for raw materials. The consequences of the blockade of Ukrainian seaports during the Russian-Ukrainian war were analyzed. The feasibility of the "grain deal" mediated by Turkey and the UN and positive results for the Ukrainian economy were substantiated. It is noted that the genesis of Ukraine's port infrastructure depends on the safety of port operations, business activity, the ability to manage risks, and the ability to compete in conditions of uncertainty. It is proven that the war against Ukraine, climate change, and geopolitics have caused problems in the field of maritime transportation and logistics by blocking ports, changing routes, significantly delaying transportation, and increasing their cost. Attention is focused on the need for significant investments to modernize and restore Ukraine's port infrastructure and the problems that hinder this. Modern challenges in the field of maritime transport in Ukraine are considered. The need to form a strategy for the functioning of the maritime industry of Ukraine during martial law is emphasized. The main capabilities of Ukraine in maritime cargo transportation in the post-war period are identified. Attention is focused on the challenges of managing business structures of the maritime industry in the conditions of the European integration processes of the post-war period. The creation and implementation of integrated management systems based on the requirements of international standards ISO 9001:2015, ISO 14001:2015, ISO 45001:2018 is proposed as an effective means of improving modern management at maritime enterprises. The tactics of an integrated management system and common components in the structure of the requirements of international standards applicable to its formation are determined.
