THE INFLUENCE OF «CBAM» ON THE DEVELOPMENT AND COMPETITIVENESS OF THE METALLURGICAL INDUSTRY OF UKRAINE
Abstract
The article examines the importance of metallurgy for the economy of Ukraine as one of the key sectors, which provides a significant contribution to the formation of GDP, foreign exchange earnings and employment of the population. The current state of the industry is analyzed in the context of military operations that caused the destruction of infrastructure, loss of production capacities and disruption of logistics chains. Special attention is paid to the impact of the European Union's implementation of the Carbon Import Adjustment Mechanism (CBAM) on Ukrainian metallurgy. CBAM puts forward new requirements for reducing the carbon footprint of products, which creates additional challenges for Ukrainian manufacturers due to outdated technologies and high energy intensity of production. The article offers an analysis of the risks and opportunities that arise in connection with new environmental standards, and also develops scenarios for the adaptation of the metallurgical industry to the requirements of CBAM. An attempt is made to predict the likelihood of implementing the СВАМ policy in modern conditions. It is emphasized that for effective planning of measures aimed at adapting the Ukrainian metallurgical industry to the requirements of СВАМ, it is important to take into account the state of the industry and the socio-economic situation in the country. Based on prognostic assessments, an attempt is made to determine a set of basic and special measures, which will allow assessing possible risks, prospects and volumes of necessary support for the industry in accordance with the environmental standards of the European economy. As a result of the study, a set of measures is proposed to maintain the competitiveness of Ukrainian metallurgy, including the modernization of enterprises, attracting international investments, the development of «green» energy and the optimization of logistics routes. The work emphasizes the importance of government support and cooperation with international partners to ensure the sustainability of the industry in the face of modern economic challenges.
