REGIONAL MANAGEMENT: DEVELOPMENT OF SMART CITIES IN UKRAINE

Abstract

The article is devoted to the study of smart cities of Ukraine from the point of view of regional management. It is recognized and proven that a smart city is a complex of certain technologies and tools that make life comfortable and safe for the population in the city and ensure the sustainable development of regions as a whole. The methods used to analyze the development of smart cities and to form a city rating are presented, such as: IMD Smart City Index is based on a survey of city citizens and an analysis of technological, economic and social indicators; Global Cities Outlook is based on an assessment of the current state and prospects for the development of "smart" cities, which is analyzed in 5 main categories: economic activity, human capital, information exchange, cultural development and political participation; IESE Cities in Motion Index is a comprehensive approach to assessing the sustainable development of cities and takes into account the main criteria: management, technology, planning, mobility and transport, economy, life, international influence and environment; European Smart Cities Model is used to assess not large cities, but medium-sized and small cities in Europe; The Global Power City Index (GPCI) assesses the ability of cities to attract business, tourists and talented people; Arcadis Sustainable Cities Index – an assessment of the sustainability of city development based on the following key aspects: social sustainability, environmental sustainability and economic sustainability; Smart City Index 2020 is formed on the basis of technological and economic characteristics of cities, supplemented by residents' opinions on the level of "smartness" of their city; The City Progress Index is used to analyze the development of cities and directly on the subject of the smartness of cities. The current state of development of Ukrainian cities in terms of their "smart city" status is considered, such as: Ternopil, Vinnytsia, Dnipro, Lviv, Kyiv. It was determined that "smart city" technologies are concentrated to a greater extent in the operation of public transport, social services, electronic services, electronic governance and infrastructure management. Thanks to the implementation of innovative solutions, the city becomes more comfortable for life, more transparent in management and technologically progressive.
