NON-MONETARY POVERTY CRITERIA UNDER THE INFLUENCE OF CRISIS PHENOMENA

Abstract

The research was carried out as part of the implementation of the scientific research and development project "Increasing inequality and poverty in Ukraine as a result of the COVID-19 pandemic". The purpose of the article is to study the impact of the COVID-19 pandemic and the war on the non-monetary criteria of poverty in Ukraine. It is shown that deprivation poverty in Ukraine is an important indicator of well-being and reflects the availability of basic life needs, which are key to improving the quality of life. The main features of the impact of COVID-19 and the war on non-monetary poverty have been identified. An assessment of the level of deep deprivation poverty of households, nutritional poverty and subjective poverty (based on households' self-assessment of the purchasing power of their income) and their change due to the spread of COVID-19 in 2020-2021 and military operations in 2022-2023 was carried out. The impact of the COVID-19 pandemic and the war on poverty has been proven to be unprecedented, with a variety of long-term effects on the economy and society. The most vulnerable categories of the population and the risks they suffer from are determined. An objective understanding of the vulnerability of unprotected persons in non-standard, suddenly occurring shock situations requires the creation of somewhat different rapid response mechanisms and the provision of social support. For this purpose, it is necessary to promptly assess the consequences of non-standard situations for the well-being and living conditions of low-income segments of the population. A quick assessment of the social vulnerability and poverty of the population as a result of epidemics is a difficult task, since there is a lack of systematized official information on the total income of the population, changes in the employment sector. Using only the monetary criterion of poverty does not allow to fully assess the scale, level and depth of such a multidimensional phenomenon. Therefore, the application of the system of criteria makes it possible to identify the impact of various processes, especially crisis ones, on the scale, level, depth and profiles of poverty. The combination of different methods of poverty definition provides critical information for assessing the impact of crisis situations on the well-being of the poor.
