OVERVIEW OF THE ISSUE OF MILITARY PERSONNEL REINTEGRATION AS A COMPONENT IN SOLVING THE HUMANITARIAN ASPECT OF UKRAINE’S POST-WAR DEVELOPMENT

Abstract

This article is dedicated to reviewing measures to enhance the efficiency of military personnel reintegration as a central component of addressing the humanitarian aspect of Ukraine’s post-war recovery and economic development. The reintegration of military personnel is crucial in various aspects, particularly socio-economic, as former military personnel need to become an economically active population that will significantly influence the possibilities and pace of post-war economic recovery and development. This study highlights the main contemporary issues of military personnel reintegration and categorises them according to management levels and the importance of government intervention and regulation. It also provides a list of possible tools to enhance and modernise the existing system to support former military personnel and create opportunities for their self-realisation and material livelihood support. Among such tools, the national patronage service is considered central, acting as the sole body managing the process of military reintegration, thereby preventing the creation of excessive bureaucratic structures that may foster corruption. The study establishes that effective military personnel reintegration policies are feasible within large companies with adequate resources without active government support. In contrast, reintegration in small enterprises needs to be facilitated and supported by government institutions. Nowadays, effective reintegration of military personnel can be found concerning company employees in large enterprises and corporations as partial solutions without effective government action (as exemplified by the actions of 'MHP'). However, it is also possible to fill vacancies (with appropriate workplace adaptation) with demobilised military personnel from other companies to address labour shortages. Addressing the humanitarian issue of military reintegration should become a priority within the socio-economic system of the state and individual economic entities during post-war development. The design and implementation of such a system should commence even before the war ends to prevent the creation of social tensions due to inadequate treatment of individuals who have made significant contributions to the country's defence.
