MODERN INSTITUTIONAL FEATURES OF THE DEVELOPMENT OF UKRAINE'S WATER TRANSPORT

Abstract

The article addresses the issue of finding ways to improve the institutional framework of water transport in Ukraine, modernize infrastructure, and enhance its competitiveness in the international market, while simultaneously taking into account environmental and social challenges. A review of the literature on the institutional aspects of the development of Ukraine's water transport revealed that many of these aspects require ongoing monitoring and analysis. The purpose of the article is to conduct a comprehensive analysis of the modern institutional features of Ukraine's water transport development, identifying key problems related to legal regulation, infrastructure modernization, financing, and environmental safety in the industry. The object of the study is the system of institutions and mechanisms for regulating and developing water transport. The article discusses the historical development of water transport in Ukraine, particularly the role of the Dnieper river as the main water artery. Modern water transport in Ukraine is represented by both maritime and river transport, each fulfilling its specific functions. The article identifies the main institutions and organizations responsible for regulating and developing water transport, including the Ministry of Community Development, Territories, and Infrastructure, as well as the State Service of Maritime and River Transport. Special attention is given to new legislative initiatives, such as the Law of Ukraine "On Internal Water Transport," which aims to improve the regulatory framework of the industry. The article also discusses the challenges facing water transport, including the need to modernize ports and waterways, lack of funding, environmental risks, and the consequences of military aggression. It emphasizes the importance of the Grain Agreement as a tool for restoring exports and developing water transport amid the war. During the study, the author analyzed the current institutional features of Ukraine's water transport development and identified key problems. Recommendations for future directions in the development of Ukraine's water transport were provided.
