GEOPOLITICAL FACTORS OF THE TRANSFORMATION OF COMPETITIVE POLICY IN THE INTERNATIONAL TRANSFER OF DUAL-USE TECHNOLOGIES
Abstract
The article is devoted to the analysis of modern geopolitical factors affecting the transformation of competitive policy in the international transfer of dual-purpose technologies. The theoretical basis of the research is the scientific works of world-renowned researchers devoted to various aspects of dual-purpose technology transfer and state innovation policy. The research methodology consists of general methods of cognition, namely: methods of factorial, statistical and structural analysis, as well as methods of classification, generalization, etc. As a result of the research, the key trends related to international agreements, sanctions, investment restrictions and barriers, economic and trade aspects, as well as legal and ethical challenges in the policy of international technology transfer were highlighted, which made it possible to highlight the main accents of the meistrim, which ensures complementarity innovative course in the international arena; features of dual purpose technology transfer are revealed, including geopolitical factors influencing the strengthening of international competition, risk and institutional aspects of technology transfer, etc. The results of the research are in line with the latest trends in the development of economic theory and international economics, which reflect the transition from a fragmentary study of individual economic processes and the innovation system to a systematic study of their mutual influences. Practical significance: the results of the study will be useful for a wide audience of researchers, the scientific-expert community and governing bodies in the formation of strategic programs for the innovative development of regions in the context of modern adaptive evolution in technology transfer and the implementation of the program of post-war stabilization and reconstruction economy of Ukraine.
