PERSONNEL MANAGEMENT OF UKRAINIAN ENERGY SECTOR ENTERPRISES: PROBLEMS AND PROSPECTS

Abstract

The article is devoted to an actual problem – the study of modern trends affecting the process of personnel management in the energy sector of Ukraine, the identification of problems in this field and the development of practical recommendations for overcoming them. The author's interpretation of the concept of "personnel management of energy sector enterprises" is proposed as a process that includes the following stages: analysis of the company's needs for personnel of the appropriate profession and qualification, personnel selection, hiring of new employees, organization of their adaptation and training, monitoring of personnel work and evaluation efficiency, which is aimed at achieving the effective use of employees to achieve the effective functioning of the energy complex of Ukraine, in general, and individual enterprises. The levels of personnel management are defined: strategic, tactical and operational. The main trends that currently affect the energy sector of Ukraine are revealed: the transition to renewable energy sources, which is due to global commitments in the field of sustainable development; rapid growth in the number of jobs in areas using renewable energy sources; the integration of digital technologies such as smart networks, the Internet of Things (IoT) and artificial intelligence; war, the consequences of which are the destruction of infrastructure, debts in the energy sector, the outflow of workers.The problems of personnel management in the energy sector are substantiated: the shortage of qualified specialists and workers in labor professions at the enterprises of the complex due to the outflow of personnel due to the war, the dangers associated with work, the lack of technical specialists at production facilities due to mobilization; insufficient qualification, lack of technical skills among employees; inconsistency of the training of specialists for the energy sector by domestic higher education institutions to the needs of the market; aging workforce. Measures to ensure effective personnel management in the energy sector are proposed: optimization of adaptation programs and implementation of continuous education; cooperation with ZVO; automation and digitization of personnel management processes; introduction of learning management systems (LMS).
