PROJECT APPROACH AS A KEY SOCIO-ECONOMIC INSTRUMENT FOR ACHIEVING NATIONAL INTELLECTUAL SECURITY GOALS WITHIN THE SUSTAINABLE DEVELOPMENT PARADIGM

Abstract

The article aims to investigate the effectiveness of the project approach as a crucial mechanism for ensuring national intellectual security. The relevance of this topic stems from the growing complexity of challenges in today's globalized world, where technological advancements, economic and social disruptions, and environmental crises demand innovative management strategies. The research employs a comprehensive analysis of various management methodologies, with a particular focus on the project approach, which is identified as a highly adaptable and flexible socio-economic tool. This approach is capable of responding to environmental changes, efficiently mobilizing resources, and integrating innovations. The study's findings reveal that the project approach plays a central role in maintaining the coherence and integrity of socio-economic processes aimed at achieving intellectual security objectives. It emphasizes the active involvement of all stakeholders, flexible resource management, and the integration of interdisciplinary knowledge, which collectively contribute to a robust foundation for the nation's intellectual potential. The article also provides an analysis of international experiences, showcasing how countries like the USA, Germany, Singapore, Israel, Sweden, and Japan have successfully implemented the project approach to enhance intellectual security through innovative practices in data protection, education, and research. The practical value of this article lies in its demonstration that the project approach is essential for ensuring intellectual security within the sustainable development paradigm. It offers a framework for the effective utilization of resources and enhances the resilience and adaptability of socio-economic systems that underpin national security and intellectual development. In the context of Ukraine, the article highlights the significant potential of the project approach while acknowledging the need for further development and refinement to maximize its effectiveness in achieving intellectual security goals.
