GREEN AND DIGITAL TRANSFORMATION OF THE UKRAINIAN ECONOMY: PRIORITIES FOR POST-WAR

Abstract

The article examines the green and digital transformation as a unique systemic process of symbiosis of the green and digital course of the country's economic development. It is noted that these processes are accompanied by regional differences in the implementation and achievement of green initiatives, as well as in the impact of digital changes on the development of territories. It is proved that the basic concepts underlying green and digital transformation are the concept of circular economy and the concept of sustainable and resilient development. It is proved that digital technologies, in addition to positive changes, also create problems, such as information and digital asymmetry, high energy consumption, and data protection issues. Finding solutions to these problems is important in the context of Ukraine's post-war recovery. The author identifies the basic steps that should be taken on the path of green transformation in Ukraine, including: sectoral synergy; definition of common assessment criteria; formation of appropriate policies and legislative framework; formation of a comprehensive model of the green economy with the target of integrating green technologies in all sectors. It is emphasized that in forming a comprehensive model of the green economy, it is necessary to focus on the following priority areas: environmental planning; low-carbon development of territories; introduction of energy efficient technologies and promotion of green building practices; promotion of the transformation of the energy structure, where the role of the digital economy is key. Digital transformation in Ukraine during the war and post-war periods was driven by the need to modernize public administration, financial services, and industrial sectors with the help of advanced technologies. The main areas contributing to this transformation include: Industry 4.0 and blockchain; development of financial technologies (FinTech); modernization of public administration based on the principles of openness and transparency; ensuring information and economic security; adaptive transfer of the world's best practices in regulatory support for green and digital transformation. It has been proven that the green and digital transformation of the Ukrainian economy in the post-war period requires a comprehensive approach that includes the development of a favorable legislative framework, the adoption of best practices from other countries, the use of the latest technologies, and the solution of infrastructure problems. Together, these mechanisms pave the way for sustainable economic growth and improved economic security.
