SUPPORTIG AND STIMULATING FOR ECONOMIC ACTIVITY OF PEOPLE WITH DISABILITIES AND PARTIAL WORKING CAPACITY
Abstract
This article considers the issues of supporting and stimulating for economic activity of people with disabilities and partial working capacity. The urgency of the topic of the article is caused by the important social task for Ukraine as a state. This task is to help people with disabilities and partial working capacity to integrate into the modern Ukrainian society and to create equal opportunities for all citizen, that is the priority direction for the activity of the Ministry of Social Policy of Ukraine today. The purpose of the study is to identify measures for supporting and stimulating the economic activity of people with disabilities and partial working capacity and to develop the practical recommendations for this important issue. The methods of the presented research are general scientific methods, which are: analysis and synthesis, comparisons and analogies, logical generalization. Authors have defined two main planes that characterize this issue, which are: the social responsibility of the state and the responsibility of the individual for their own well-being. Besides, it was founded that there are four areas of implementation of social responsibility of the state to people with disabilities and partial disability such as: the integration of these people into the labor market, social services, educational services, ensuring of the compliance of infrastructure facilities and transport to the needs of this category of citizens. The article underlines the basic needs of people with disabilities and partial disability in terms of responsibility for their own well-being and the need for making certain efforts to meet them. These needs are: job search, application for social services, consulting doctors, willingness to cooperate with the state, including the State Employment Service and other services, that providing social services, other state institutions of the social protection system. The main directions of realization of social responsibility of the state to people with disabilities and partial working capacity are offered.
