PERSONNEL TRAINING MODERNIZATION ALGORITHM IN AGRICULTURAL SECTOR ECONOMY

Abstract

The article is dedicated to the current topic of modernization workforce in the agricultural sector algorithm. The conducted research is based on analyzing the current state of qualified personnel provision, enhancing motivation levels, infrastructure restoration, and state support, which depends on planning profitable investments in educational programs for human resources, updating outdated technical bases, infrastructure development, and the promotion of public-private partnerships to reduce risks, as outlined in the modernization programs of Ukraine according to EU requirements. Ukraine's economy significantly depends on the agricultural sector, which accounts for nearly 40% of the country's gross domestic product and export operations. However, the state budget allocates only 14% of funds to this sector. For wartime reconstruction focused on sustainable development, it is necessary to concentrate on human potential, including existing personnel and training and retraining systems. The educational level of agricultural sector workers is characterized by the following indicators: higher education – 15-20%, secondary specialized – 30-35%, vocational-technical – 35-40%, and secondary education – 20-25%. This indicates a shortage of specialists with higher education. The overall employment rate in 2023 was only 14%. Age distribution of personnel: up to 30 years – 20%, 30-50 years – 50%, over 50 years – 30%. Gender structure of the agricultural sector: 60% women and 40% men. Personnel provision is regulated by institutional and legislative components, including laws, decrees, regulations, and standard training plans. The agricultural sector responds to state incentives aimed at reorienting the food system towards sustainable growth and creating new business opportunities. This position requires planning profitable investments in educational programs, updating the technical base, infrastructure development, and public-private partnerships, which are key to reducing risks. The economic component of achieving the goal of personnel provision for Ukraine's agricultural sector is impossible without balanced management decisions and environmental impact assessments to avoid losses and environmental degradation. During the wartime period, part of the infrastructure was destroyed, and many entities used outdated equipment, necessitating decisions based on sustainable development goals. An analysis of recent studies shows that experts emphasize the importance of qualifications and the effectiveness of personnel provision, which directly affects the economic results of the agricultural sector. International experience confirms that innovations in education and the use of modern technologies contribute to sustainable development and increase competitiveness. To develop an effective algorithm for the modernization of the agricultural sector's training system, it is necessary to meet the labor market needs, current sustainability requirements, and consider international experience. This includes updating training programs, implementing innovative methods, improving the quality of education, and developing the material and technical base.
