ELECTRONIC GOVERNANCE AND THE FIGHT AGAINST CORRUPTION: ECONOMIC BENEFITS

Abstract

This article explores the impact of e-governance on combating corruption in Ukraine during the period of 2019-2023. It examines the current state of corruption in the country and the implementation of key e-governance tools such as the public procurement system ProZorro, electronic declarations, and the automation of administrative services through CNAPs. The analysis demonstrates the economic benefits of e-governance, including reduced administrative costs and increased investment attractiveness of the country. The current state of corruption in Ukraine remains a significant challenge, with the country ranking 117th in the 2023 Corruption Perceptions Index by Transparency International. Despite numerous reforms, corruption remains deeply entrenched, affecting all levels of government and public administration. The article underscores the critical role of e-governance in addressing these issues by enhancing transparency, accountability, and efficiency in public administration. The ProZorro system, introduced to ensure transparency and openness in public procurement, has significantly reduced corruption risks and saved the state billions of hryvnias. Additionally, the automation of administrative services through CNAPs has minimized direct contact between citizens and officials, reducing opportunities for bribery. Electronic declarations have increased the accountability of public officials by making their financial and property status transparent and publicly accessible. Economic advantages of e-governance include substantial cost savings in administrative processes, increased speed and efficiency in service delivery, and improved conditions for foreign investments. By reducing corruption and enhancing the investment climate, e-governance contributes to the overall economic development and stability of Ukraine. The article concludes with recommendations for further enhancing e-governance to combat corruption, such as increasing the transparency and openness of public processes, providing regular training for public officials on the use of electronic tools, continuously improving the legal framework in line with technological advancements, and expanding the range of electronic services available to citizens and businesses.
