INTEGRATIVE PROCESSES AND LEGAL REGULATION OF THE PROVISION OF HUMANITARIAN AID IN THE SPHERE OF NATIONAL SECURITY AND DEFENSE

Abstract

The article examines integration processes and regulatory framework for the provision of humanitarian aid in the sphere of national security and defense. International and regional organizations, legislative acts of Ukraine, and international regulatory acts are considered. The article highlights the main problems and shortcomings, as well as proposes ways to improve legislation to ensure effective provision and use of humanitarian aid. The role of regional organizations, which also play an important role in providing humanitarian assistance, complementing global emergency and crisis response efforts. Each of which has its own specificity in providing assistance and influence on regulatory and legal regulation in this area. Aspects that need to be improved for regulation, simplification of procedures for receiving and using humanitarian aid, ensuring transparency and responsibility for its intended use, as well as strengthening control over the receipt and distribution of aid. The essence of integration processes is the creation and improvement of mechanisms to simplify and optimize interactions between all participants in the process of providing humanitarian aid. including the development and implementation of common standards and procedures, the establishment of a single information platform for data exchange and needs analysis, as well as the formation of joint strategic areas of activity. Harmonization of legal and regulatory frameworks governing the provision and reception of humanitarian aid to ensure its legality, transparency and responsibility of all parties. Aspects that need to be prioritized to improve legal regulation, namely: simplification of procedures for receiving and using humanitarian aid, ensuring transparency and responsibility for its intended use, as well as strengthening control over the receipt and distribution of aid. Development and implementation of the following legislative initiatives that integrate international standards and practices. Legislative initiatives aimed at creating a reliable and effective system of providing humanitarian aid, while ensuring a high level of transparency and accountability and ensuring the effective provision of humanitarian aid, which in turn will contribute to ensuring national security and defense in the country.
