COMPARATIVE ANALYSIS OF METHODOLOGICAL APPROACHES TO ASSESSING SMART CITIES
Abstract
The article is devoted to a comparative analysis of the most authoritative and representative at the present stage of development of research and methodological approaches to the assessment of smart cities - research and approach of the International Institute for Management Development (IMD) – IMD Smart City Index Report (IMD Smart City Index) and the consulting company A.T. Kearney – Kearney's Global Cities Report (Global Cities Index). It has been established that the approaches and studies of smart cities by the International Institute for Management Development and the A.T. Kearney consulting company differ significantly in terms of: the list and numder of complex (IMD – 2 - structure and technology; A.T. Kearney – 9 – GCI: business activity, human capital, information exchange, cultural experience and political participation; GCO: personal well-being, economy, innovation, governance) and single indicators (IMD - 44; A.T. Kearney - 42); the ratio of statistical data and expert data taken into account when determining the integral indicator of smart city development (IMD - uses mainly expert data; A.T. Kearney - uses mainly statistical data); the number of cities covered by the study (IMD - 141 cities; A.T. Kearney - 156 cities). According to IMD 2023, the most successful cities in smart transformation are Zurich, Oslo, Canberra, Copenhagen, Lausanne, London, Singapore, Helsinki, Geneva and Stockholm. According to A.T. Kearney 2023, the most successful cities in terms of smart transformation are: New York, London, Paris, Tokyo, Beijing, Brussels, Singapore, Los Angeles, Melbourne, Hong Kong; the least successful - Surat, Abha, Mecca, Medina, Tangshan, Yangon (Rangoon), Dongguan, Yantai, Quanzhou, Bandung; the cities with the greatest prospects for further smart transformation are: San Francisco, Copenhagen, London, Luxembourg, Paris, Dublin, Helsinki, Stockholm, Munich, Singapore; the lowest - Caracas, Tehran, Kinshasa, Lagos, Kyiv, Khartoum, Dhaka, Beirut, Accra, Luanda. It is determined that despite significant differences in the list of the top 10 smart cities of the International Institute for Management Development and the consulting company A.T. Kearney, the top 10 smart cities of these international institutions consistently include London, Singapore, Stockholm, and Copenhagen, so it is the experience of developing these smart cities that should be taken into account when determining promising areas for transforming cities into smart cities.
