THEORETICAL PRINCIPLES AND BASIC PREREQUISITES OF THE ECONOMIC BREAKTHROUGH IN UKRAINE IN THE CONDITIONS OF WAR

Abstract

The article is devoted to the study of the theoretical foundations and basic prerequisites for the formation of an economic breakthrough in Ukraine in the conditions of war. The publication contains a generalization of theoretical and scientific-methodological approaches to the interpretation of the substantive characteristics of the concept of "economic breakthrough". The authors demonstrate that the key conditions for achieving the country's economic breakthrough are innovative modernization and technological development of the national economy, availability of an adequate institutional framework for business functioning and implementation of innovations, development of the scientific and technical sphere and its intellectual capital, and social consolidation of the population of the state. It is summarized that breakthrough innovations have a dual nature: on the one hand, they are creative, as they form a new production and economic cycle, on the other hand, they are destructive, as they destroy the system of national economic relations. The authors taken into account that in order to achieve an economic breakthrough, the starting point of economic growth is a period of crisis and recession. It is quite natural that in order to make an economic breakthrough, it is necessary to form a set of conditions that, on the one hand, are the resource base of economic transformations, and on the other, play the role of a kind of multiplier for the activation of socio-economic transformations, the scaling of the economy and the improvement of the quality of life of the population. The authors are convinced, the functioning of the economy in the conditions of war can become a starting point for further economic breakthrough and post-war reconstruction of the state. It is quite logical that the state's economic breakthrough is formalized in specific criteria that determine its ability to withstand growing challenges and threats. At the same time, the main criterion for the economic breakthrough of the state is the criterion of structural balance. Cumulative consolidation of the conditions and criteria for the economic breakthrough of the state characterizes the ability of the national economy for a long period to support the processes of extended reproduction and to scale economic growth both in the sectoral and spatial-territorial dimensions. The authors substantiate the criteria for achieving an economic breakthrough, namely: structurally balanced, systemic and security, resource and functional, investment and innovation, and socially determined. The cyclical nature of the economic breakthrough is investigated and the dual interdependence of the development of the economic and social spheres of the state to achieve an economic breakthrough is emphasized.
