REGIONALLY ADMINISTRATIVE MANAGEMENT AS A DETERMINANT OF SOCIO-ECONOMIC DEVELOPMENT OF UKRAINE

Abstract

The article is devoted the questions of determination of essence, rich in content signs, and also problems of socio-economic development of regions of Ukraine on the basis of theoretical rethinking of paradigms of regionally administrative management. The estimation of alternative points of view is analyzed and given in relation to a selection and rich in content filling of constituents of the system of regionally administrative management. Grounded, that a regionally administrative management is instrumental in creation of more rational territorial organization and intercommunications between administrative-territorial units, to balancing of requirements in development with the necessity of defense of environment and achievement of socio-economic aims. Grouping of regions of Ukraine is carried out after the volumes of gross regional product on the basis of which certainly determinants of forming of effective spatial structure of regional economy on condition of observance of balance of interests of regions. The necessity of modernization of present approaches of regionally administrative management which will allow changing administrative receptions in problem regions and forming and realizing strategy of region from positions of steady socio-economic development is set. Base imperatives and strategic directions of steady socio-economic development of regions are formulated. A mechanism is offered management development of regions of, which will allow taking into account requirements component of regionally administrative management, which will be arrived at by rational organization of territorial economy. It is set that in the different sectors of the socio-economic system Smart-specialty will be instrumental in economic transformations and activation of investment activity on the basis of development of possibility of regions through innovations; development and growth of business; to development of human potential; social and cultural development. Grounded author going near structuring of the system and functions of management regional development on principles of certain terms of stimulation of development of regions in the general system of state administration.
