TRANSFORMATION OF THE BASIC HOTEL INFRASTRUCTURE OF UKRAINE IN THE CONDITIONS OF EUROPEAN INTEGRATION
Abstract
The article is devoted to the issue of compliance of national requirements for the basic infrastructure of hotels with the European standards EEIG EU Standard for Hotels and Hotelstars Union. The topic is relevant, as our country has undertook to adopt EU standards within the framework of the Association Agreement between Ukraine and the European Union, and the State Agency for Tourism Development of Ukraine has planned reforms in the categorization of hotels and other means of accommodation based on the System Hotelstars Union European Criteria. The methodological basis of the study was the methods of system analysis, theoretical generalization, comparison and grouping to determine differences in requirements for the infrastructure of hotel business establishments. Since the hotel's basic infrastructure is the basis for the implementation of the chosen concept of hospitality, its formation is based on the current industry standards and is aimed at achieving economic, market and corporate goals. The main elements of the hotel's basic infrastructure are buildings, structures, premises, equipment, information systems, which guarantee safe conditions for guests and providing basic services. It was found that DSTU 4269:2003 lacks requirements regarding the use of the latest energy-saving technologies, regarding the use of safe and ecologically clean methods for environmental protection, regarding the arrangement of a barrier-free, which are mandatory applicable to every hotel categories of in accordance with the EEIG EU Standard for Hotels. Despite this, there are some examples of the application of energy-efficient solutions in Ukrainian hotel practice. Modernization of the heating system, use of solar stations, replacement of old equipment with energy-efficient ones, improvement of thermal insulation of the building, installation of energy-saving lighting are defined as the main ways for improving the basic infrastructure in hotels. The requirements for the infrastructure of the main premises were compared: the reception, rooms and food & beverage space. The analysis was showed that the requirements of DSTU 4269:2003 are stricter than the European ones. It has been identified infrastructural risks that can slow down the European integration of the Ukrainian hotel business. The practical significance of the article lies in the grouping of discrepancies found in Ukrainian and European standards for different hotel categories.
