ЗАКОРДОННИЙ ДОСВІД РОЗВИТКУ ЛЮДСЬКОГО КАПІТАЛУ ЯК ОСНОВИ СТАЛОГО ЕКОНОМІЧНОГО РОЗВИТКУ
Abstract
Since human capital is considered to be the main phenomenon of economic dynamism for a number of centuries, it is important to study its development in developed countries to form promising ways of its improvement in Ukraine. The purpose of the research is to explore the foreign experience of human capital development as a basis for sustainable economic development at the macro level, meso level and micro level and substantiate the feasibility of its implementation in Ukraine. In accordance with the purpose of the research, the following tasks were performed: the foreign experience of human capital development as a basis for sustainable economic development was studied. The main focus is on the peculiarities of the process of human capital development at the macro level (international, supranational) on the example of the World Bank (Human Capital Development Index), meso level (states) on the example of the US government and micro level (enterprises) on the example of Slovak Republic and the People’s Republic of China. The state of human capital development of Ukraine according to the Human Capital Development Index is analyzed. A rating assessment of the state of human development in Ukraine by regions was made and they were divided into four groups: the regions with the highest indicators include Kharkiv and Dnipropetrovsk, where the main large enterprises of the country and scientific institutions are concentrated. The group with the lowest level of human capital development includes Zhytomyr, Zakarpattia, Kherson, Kirovohrad, Chernihiv, Sumy and Mykolayiv regions. The priority areas of the World Bank investments in Ukraine in terms of human capital are explained: education, health care and social protection. Based on the results of the study, the main problems of human capital in Ukraine are identified, overcoming which will contribute to the development of innovative economy and sustainable economic development of the country. The practical significance of the obtained results formulated by the author is that they can be used as a methodological basis for the formation and development of human capital of Ukraine at different levels to ensure its competitiveness.
