THEORETICAL FOUNDATIONS OF ENSURING FINANCIAL AUTONOMY OF REGIONS
Abstract
Current reforms and economic challenges present the scientific community with the task of a profound exploration of the financial autonomy of regions as a crucial factor for sustainable development. The article aims to systematize theoretical concepts focused on studying the financial autonomy of regions and to reveal its impact on the economic stability of territorial units. The main directions of analysis include the examination of theoretical concepts and models detailing the financial autonomy of regions. The economic essence of local budgets is highlighted, and their functionality in the system of economic relations is discussed. The complexities and multifaceted nature of this category are analyzed, uncovering key aspects of their influence on the financial state of regions. Special attention is given to identifying factors affecting the level of financial autonomy of regions, such as regional management, financial regulation systems, and fiscal policies. The article scrutinizes the financial stability of local budgets and proposes fundamental approaches to ensuring it. The impact of tax and administrative changes on the functioning of local budgets, resulting from decentralization reforms, is outlined. A deep analysis of decentralization reforms has revealed a significant impact on the financial autonomy of regions. Changes in the system of local budgets, defined by tax and administrative reforms, have become critical for the establishment of financial autonomy. Observing the dynamics of local budgets' development in the context of these changes has revealed important trends. An analysis of the resource provision of regions has identified substantial differences, determining their ability to effectively manage financial resources. The article's focus is on uncovering the role of local budgets as a tool for stimulating the development of regional economies and enhancing their competitiveness. Prospects for studying the dynamics of expenditures and revenues of regional budgets allow understanding the effectiveness of reforms in achieving financial stability. The examination of the adaptation of local budgets to new conditions is a key element in the analysis, revealing the main challenges and opportunities that regions face in terms of financial autonomy. The conclusions of the article are aimed at enhancing the role of regions in sustainable economic development and ensuring their stability in the conditions of globalization.
