METHODICAL ENSURING THE ASSESSMENT OF THE PERSONNEL POTENTIAL OF THE ORGANIZATION IN THE CONTEXT OF THE FORMATION OF THE COMPONENTS OF THE ASSESSMENT OF THE PERSONNEL POTENTIAL OF THE STATE INSTITUTION
Abstract
The purpose of this article is to reveal the main provisions of the conducted research, regarding the methodological support of the assessment of personnel potential in the budget organization. The article highlights the results of research aimed at studying existing approaches to the methodological provision of the organization's personnel potential, determining the peculiarities of the functioning of the budget organization in the context of ensuring the functioning of the personnel potential. The results of the recommendations developed in the study on the formation of components for the analysis of the personnel potential of the budgetary organization are given. The essential characteristics of personnel potential are formulated and the definition of this term is provided. The results of the analysis of the main approaches to the formation of the personnel potential of the organization formulated at the moment are given, and it is determined which approaches can be applied to the budget organization. According to the results of the analysis of the economic and organizational model of the budget organization, the recommendations formulated in the study regarding the desired components for determining the personnel potential are presented and the mathematical models of these components are defined. Market conditions create conditions for fierce competition between enterprises. Under such conditions, the effectiveness of enterprises in terms of production and sale of products depends only on the correctly chosen strategy of their development. Practice shows the dependence of the effective activity of enterprises on their personnel policy, the object of which is the personnel and personnel potential of the enterprise - its abilities, qualifications, experience, education, etc. Therefore, one of the most important tasks for ensuring the development of the enterprise is the development of a balanced and effective personnel policy, which ensures the effective use of personnel, the formation, preservation and reproduction of personnel potential, as well as the stimulation of the creative initiative of the employees of the enterprise. Methodological support for the assessment of personnel potential is actively developing in connection with the request from the administration of enterprises and organizations for mathematical tools for the assessment and provision of personnel policy. Particularly promising are studies of the methodology for assessing the personnel potential of the budgetary sphere, since the main attention of the authors of the studies is focused on the commercial sector. Ukraine needs a significant reform of the public sector, therefore it is necessary to ensure the development of the methodology for assessing the personnel potential of budget sector organizations. This will ensure the construction of the correct strategy for reforming and optimizing the budget apparatus, taking into account the analysis of their personnel potential.
