ADAPTABILITY OF THE INDUSTRIAL DEVELOPMENT STRATEGIC PLANNING IN TERMS OF GLOBAL INSTABILITY

Abstract

The article examines the emerging challenges for strategic planning of industrial development during the full-scale invasion of the russian federation of Ukraine. Industry is one of the key sectors of the economy for the sustainable livelihood of regions, a center of innovative activity and a provider of quality jobs. As part of the implementation of regional development strategies, it needs special attention and the implementation of measures to support its activities and further development. At the same time, the critical level of uncertainty requires adaptation of the strategic planning process to ensure the quality of strategic documents. The purpose of the article is to determine the approaches to the adaptation of strategic planning for industrial development under the environment instability. It is determined that uncertainty as a result of instability is increasing with the dynamics of global processes, complexity of socioeconomic and political environment, which shortens the strategic planning horizon, and with limited access to necessary for industrial development strategic planning data and information. The study also deals with the factors that complicate the development of strategic documents for industry including: the multiplicity of the components of strategic planning process, the acceleration of socio-economic and political processes, the emergence of new technologies. Four main levels of uncertainty were analyzed. They can be distinguished by the scenario range size: the higher the level of uncertainty the wider the scenario range. To improve the quality of industrial strategy it was recommended to transform traditional approaches from static to dynamic and from complex to diversified planning, as well as from prescriptive to flexible planning methods. Six stages adapted for each level of uncertainty were proposed. They will help strategy developers to deal with scant information and to choose appropriate indicators for strategic goal setting process. As a conclusion it was highlighted that creation of discrete scenarios, careful collection and cataloging of information, identification of current challenges and selection of effective tools in many options of the future ensure the adaptability of strategic planning at various levels of uncertainty in the environment of industrial development.
