MECHANISMS OF ADAPTATION, INTEGRATION AND ASSIMILATION OF FORCED MIGRANTS IN THE HOST SOCIETY: FOREIGN EXPERIENCE
Abstract
The article is dedicated to exploring international experiences in the field of adaptation, integration, and assimilation of forced migrants in the host society, using Poland and Germany as examples. The full-scale war initiated by the Russian Federation against Ukraine has posed a significant social challenge for the country. Consequently, one of the determinants influencing the development of state and regional policies is the forced migration of the population, which has already become a complex socio-economic problem. The nature and geography of the forced migration of Ukrainians underscore the importance of analyzing foreign experiences, especially those of Germany and Poland, in shaping and implementing policies for the assimilation and integration of migrants into their own socio-economic spaces. This is particularly relevant as half of all Ukrainian refugees are currently in these countries. Therefore, the article aims to analyze the mechanisms of adaptation, integration, and assimilation of forced migrants from Ukraine in the host societies, focusing on Poland and Germany. The article investigates the spatial distribution of Ukrainian refugees among host countries from November 2022 to May 2023, conducting a comparative analysis. Based on this analysis, a hypothesis is proposed regarding the influence of the integration policies of key donor countries on the change in the structure of the mentioned distribution. Additionally, the article analyzes and systematizes the main measures of the integration and adaptation policies of Poland and Germany for forced Ukrainian migrants into their own socio-economic systems. These measures include providing temporary protection, social payment systems, education systems, and language integration courses, among others. The research results lead to the conclusion that Germany's policy towards the integration and adaptation of forced migrants from Ukraine is similar to that of Poland. However, Germany's policy is more effective, attributed to the level of social payments for forced migrants. Furthermore, the analysis of the integration policies of forced migrants in Poland and Germany suggests a high likelihood of future competition between Ukraine and these countries for human capital. This is because Germany's policy aims to retain as many refugees from Ukraine on its territory as possible to partially meet the country's labor resource needs. The findings of this study will help outline the existing problems in Ukraine related to forced migration of citizens, provide leverage for influencing the motivation of Ukrainians to return home, and contribute to a clearer formulation of goals and tasks for the national and regional policies on the repatriation of Ukrainian citizens in the conditions of post-war recovery.
