DETINIZATION OF THE ECONOMY AS A GUARANTEE OF THE FINANCIAL SECURITY OF THE STATE
Abstract
The article examines the theoretical and methodological aspects of the systemic detinization of the economy based on the coverage of scientific views on the interpretation of the phenomenon of "shadow economy" and "financial security of the state", as well as outlines their role and place in the general system of national security. The scientific approaches of representatives of schools of economic thought to the studied phenomenon of economic detinization are analyzed. It is proved that there is no single view on the interpretation of the problems of the existence of the shadow economy through the prism of cause-and-effect relationships. Calculations were made of the state and trends of changes in the integral indicator of the level of the shadow economy and the level of financial security of the state in the period from 2012 to 2022. It was established that in Ukraine these concepts have a close interaction and coherence, and accordingly, the growth of the level of financial security can be observed precisely in the period a drop in the level of the shadow economy. The expediency of determining the "detinization of the economy" from the standpoint of establishing regulatory actions of the state in the person of the executive authorities, which is aimed at eradicating the causes of the shadow sector, building a favorable institutional environment, forming a complex of detinization mechanisms and coordinating their interaction based on the systematization and activation of innovative regulatory tools, is proven. impact The key problems of Ukraine on the way to detinization of the economy and ensuring the optimal level of financial security are outlined. The urgent need for the formation of a set of measures that will contribute to the process of detinization of our state's economy is argued, as a guarantee of strengthening the state's financial security in post-war economic recovery. According to the results of the analysis and research of the foreign experience of the practice of combating the shadow economy, the actual mechanisms of the systemic detinization of the economy of Ukraine were identified and an effective toolkit for the implementation of state policy was proposed.
