HUMANITARIAN LOGISTICS AS A TOOL FOR TRANSFORMING LOGISTICS FLOWS IN WARTIME CONDITIONS

Abstract

The article is devoted to the topical issues of transforming logistics flows in wartime conditions in Ukraine. Russia's full-scale invasion of Ukraine and hostilities have become a severe test for domestic business, which has led to the need to transform and optimize business processes, especially those related to transportation. As a result of hostility, supply chains were destroyed, caused by the occupation of territories, blocking of ports, overloading of railway capacities, etc. Costs for cargo delivery have also increased compared to pre-war times, and the activities of logistics operators have also changed dramatically. The article discusses humanitarian logistics, one of the most essential areas of logistics, which makes it possible to provide the victims with the necessary goods during various crises, including during cruel wars. The classification of humanitarian aid goods, the sources of its receipt, and the monitoring of logistical problems that arose in the country with the beginning of the full-scale invasion of Russia were carried out. The essence of the concept of humanitarian logistics and its main tasks are determined, which are the preservation and protection of humanitarian aid, the creation of reliable and safe humanitarian corridors, and the supply of the most dangerous and remote regions with essential goods. The difficulties of working with humanitarian goods are described, and ways to prevent untimely delivery of humanitarian goods are proposed. Humanitarian logistics has been proven to transform logistics flows and change supply chains. Under these conditions, domestic carriers managed to quickly reorient their business to the delivery of humanitarian goods. Domestic logistics companies made a significant contribution to solving the humanitarian crisis in the eastern regions of Ukraine, acting as collection centers for financial and food aid, as well as providing Ukrainians with free logistics services. The war created difficulties and revealed shortcomings in the field of logistics. It is noted that poorly established coordination between various participants of the logistics chain leads to a slowdown in the dispatch and delivery of humanitarian goods. Attention is focused on the important role of domestic companies in the processes of delivery of humanitarian goods. The prospects for the restoration of logistics in the post-war period are outlined, which will allow Ukraine to integrate into the European system.
