THE PROBLEM OF ATTRACTING FOREIGN INVESTMENT IN UKRAINE DURING THE WAR
Abstract
The article examines the problem of attracting foreign investment in Ukraine during the war, and reviews and analyzes the process of attracting foreign investment. A number of negative factors have been identified that have affected the process of attracting investment in economic development, in particular: 1) the development of the country and its economy in times of war, military aggression by Russia have a negative impact on potential investors; 2) lack of protection and a system of guaranteeing foreign investment at the state level. The author considers and analyzes the factors that create a positive image of the country and favorable conditions for attracting foreign investment. These factors include the following: active foreign policy of the State; condemnation of Russia's full-scale invasion of Ukraine by the vast majority of countries, leaders of these countries and the international community; adoption of a number of sanctions packages against the aggressor and termination of economic agreements with Russia by the European Union and the United States; multilateral support from the G7 countries and the European Union; authority of the President of Ukraine on the world stage; active search for modern platforms and innovative tools for attracting foreign investment; inclusion of Ukrainians in the international community. The study provides a list of economic sectors that have significant investment potential. The author suggests possible ways and directions for attracting investment in times of war, in particular: strengthening the legal framework; restoring destroyed facilities and building a powerful innovation infrastructure; promoting the development of the military-industrial complex of Ukraine; introducing a mechanism of state insurance and information support for foreign investment in times of war; active search for modern platforms and innovative tools for attracting foreign investment; supporting national production; monitoring the fulfillment of contractual obligations within the framework of investment. Despite the war, the state can pursue policies aimed at creating a favorable investment climate that will attract investors interested in the long-term development of the country's economy.
