STATE POLICY OF SOCIAL PROTECTION OF THE POPULATION IN THE SYSTEM OF ECONOMIC SECURITY OF UKRAINE
Abstract
The article covers the theoretical foundations of social protection of the population. The approaches to understanding the state policy of social protection of the population and the peculiarities of its implementation in the conditions of war are studied. The relevance of the subject is substantiated, and the current state of the social protection of the population is analyzed. The article outlines the main legal acts and programs in the field of social protection regulation adopted during martial law. Thus, the analysis of the basic principles of social policy shows the weak institutional capacity of program documents and the failure to achieve the goals of state policy to ensure the social protection of the population and strengthen the economic security of the state. The article argues that the low efficiency of making quality management decisions and ensuring the economic security of the state is confirmed by the insufficient level of financial support for the social protection of the population. The parameters of efficiency of the state social protection policy are hampered by the low level of quality of life of the population, which is the primary problem of its social security and insufficient provision of social security in the system of economic security of the state. Special attention is focused on the need to improve the work of social services using digital technologies in order to create comfortable conditions for receiving social assistance for categories of the population in need. The article emphasizes that the state social security policy should be aimed not only at social assistance, education, housing programs, health care, and improving the standard and quality of life of the population but also at ensuring the economic security of Ukraine. The author proposes strategic priorities of the state social protection and economic security policy, in particular: ensuring conditions for the development of human capital intellectualization processes; realization of the potential of the social protection sector; promotion of the social support and social security system; improvement of the quality of life and material well-being of society; strengthening the information security of the state and its counteraction to military aggression.
