ANALYSIS OF FINANCING SYSTEMS OF GENERAL SECONDARY EDUCATION INSTITUTIONS OF DIFFERENT FORMS OF OWNERSHIP

система загальної середньої освітиThe article is devoted to the topical issues of analysis of the financing systems of general secondary education institutions of various forms of ownership in Ukraine using the example of the city of Kyiv. It has been determined that education is a priority of the state policy of Ukraine, and according to the legislation of Ukraine, every person has the right to access and obtain a full general secondary education free of charge. It was determined that institutions of general secondary education are financed at the expense of state and local budgets and other sources of financing not prohibited by the legislation of Ukraine. It was determined that according to the legislation of Ukraine, institutions of general secondary education can have state, communal and private forms of ownership. The number of privately owned general secondary education institutions in the city of Kyiv, which receive educational subvention, began to grow in 2020, and in 2023, the specific weight of the number of these institutions amounted to 21.63% of the total number of general secondary education institutions. According to the results of the analysis, it was established that the specific weight of the actual expenditure of budget funds for the provision of the educational process per 1 student per year in a privately owned general secondary education institution compared to a communally owned general secondary education institution amounted to 26.86% in 2023. In 2022, the specific weight of expenditure on wages for employees of general secondary education institutions of the city of Kyiv amounted to 75.83% of the total expenditure on the organization of the educational process. The amount of actual costs for the organization of educational process in general secondary education institutions of Kyiv, which receive an educational subsidy, increased almost twice as compared to the previous 2020, but in 2022 a decrease in financing by 23.00 % was noted compared to 2021 and in 2022. The decrease in the amount of financing of private general secondary education institutions at the expense of educational subvention in 2023 is caused by the war in Ukraine.
