LAND RESOURCES OF THE UNITED TERRITORIAL COMMUNITIES OF KHARKIV REGION: EFFICIENCY OF USE AND MANAGEMENT IN THE CONTEXT OF DECENTRALIZATION OF AUTHORITY
Abstract
The article is devoted to topical issues of the effectiveness of the use of land resources of the united territorial communities and their management in the context of the processes of power decentralization. Research methodology: When writing the article, a set of methods was used, in particular: abstract-logical (when substantiating the economic efficiency of land use), economic-statistical methods (when assessing the effectiveness of the use of land resources in the Kharkiv region); analytical (when studying indicators of agricultural production in enterprises on the territory of the Zmiiv city council); methods of comparison and scientific synthesis (when analyzing the budget of the Zmiyiv urban territorial community). Research results. As a result of the conducted research, it was determined that the economic efficiency of the use of land resources in the Kharkiv region is very high and ensures the production of significant volumes of agricultural products. The Chuguyiv district and, in particular, the Zmiyiv territorial community play a significant role in this. The analysis of the indicators of the budget of the Zmiiv urban territorial community showed that the tax policy in the region is quite loyal to business and the production of agricultural products occupies a leading role. At the same time, indicators of the production of agricultural products in certain positions have decreased, and this requires improvement, including the land resources management system. Based on the systematization of scientific and practical literature, the key guidelines for the development of the land resource management system in the context of decentralization were determined. The scientific novelty of the research results lies in the outline of the main directions for improving the efficiency of land resource management in the UTC. Practical significance of research results. The trends revealed as a result of the conducted research and the conclusions formed on the basis of the analysis of the effectiveness of the use of land resources are decisive for further solving the task of increasing the efficiency of land resource management in the UTC in the context of power decentralization.
