PROBLEMS OF SOCIAL INFRASTRUCTURE DEVELOPMENT AS DETERMINANT OF POPULATION SOCIAL VULNERABILITY IN CARPATHIAN REGION OF UKRAINE

Abstract

The article updates the issue of researching the impact of social infrastructure on the population vulnerability, which requires strengthening of infrastructure resilience, capacity and security. At a time when methods of assessing social vulnerability considering infrastructure indicators are tested at the macro-level in developed countries, such an approach is not tested in Ukraine. The state and development trends of the social infrastructure of the Carpathian region of Ukraine are analysed. Positive and negative trends are distinguished for each of the regions of the Carpathian region, based on the indicators before the full-scale war. The change in the cost of living in the region is analysed during the full-scale war. The problem of housing affordability in the Carpathian region under the conditions of the burden of internally displaced persons, in particular the dynamics of the growth of prices for renting and buying housing, is studied. The region became a powerful recipient of forced migrants, which aggravated the issue of the quality of services of infrastructure facilities in conditions of high loads. The load on the residential infrastructure became especially noticeable. As a result, the cost of renting a one-room apartment after a full-scale invasion in the regional centers of the Carpathian region increased by 1,4-2,3 times. The cost of buying a home on the primary real estate market has increased by 1,6-1,8 times when comparing the periods of early 2022 and mid-2023. The identified trends made it possible to formulate recommendations for the development of social infrastructure in the Carpathian region as a rear area, taking into account the security challenges of the war and the prospects of EU integration. The recommendations are divided into measures aimed at: implementation of a transparent infrastructure development policy; organization of comprehensive monitoring to substantiate the priorities of regional infrastructure development programs; activation of systemic transregional cooperation in the process of EU integration; implementation of new standards of infrastructural development, including the needs of the military economy and EU requirements.
