FORECASTING, PLANNING AND SIMULATION IN THE SYSTEM OF DEVELOPING DECISIONS IN ANALYSIS, AUDIT AND TAXATION
Abstract
The article discusses a systematic approach to the development of solutions in analysis, auditing and taxation, based on compliance with the basic laws of the functioning and development of economic systems and the application of forecasting, planning and modeling tools. It was established that the development of economically justified solutions, as a systemic process, is a cyclical sequence of actions of the management entity, aimed at solving the problems of the organization based on their comprehensive analysis, the search for alternatives and the selection of the most optimal option, taking into account specific conditions. The author researched the main stages of the decision-making process in analysis, audit and taxation (decision preparation; decision-making; decision implementation), summarized the basic characteristics of the classification of forecasts (by scale, horizon, forecasting objects, nature of the forecasting process), distinguished the types of forecasts within basic features of their classification (macroeconomic and microeconomic; short-term, medium-term and long-term; economic, social, scientific and technical and other; search, normative, intuitive), the scope of application of intuitive and formalized forecasting methods in decision-making in analysis, audit and taxation is outlined, general planning methods most often used in the process of decision-making are systematized (normative, balance, factor, economic-mathematical, calculation-analytical, programmatic-target), the areas of use of special tax planning methods are outlined, the stages of economic-mathematical modeling in the development system are proposed decisions in analysis, audit and taxation (collection and systematization of information for building a model; choice of the form of connection between effective and factor indicators, selection of significant influencing factors; construction of an economic-mathematical model and assessment of its adequacy; conducting calculations and development of decision options), emphasis is placed on the expediency of using modern information technology solutions using the MS Excel spreadsheet and the MathCad computer mathematics system.
