PRIORITY DIRECTIONS OF FORMATION OF FINANCIAL SECURITY OF INSTITUTIONS OF HIGHER EDUCATION

Abstract

A high level of higher education in the state is a guarantee of the development of the national economy with the help of highly qualified specialists, the development of new knowledge and the introduction of the latest technologies. The vast majority of developed countries define higher education as a priority area of state policy, in which significant financial resources are invested. In Ukraine, the education system is being transformed, aimed at the integration of educational activities with the European educational environment, taking into account the best world practices and requirements for the quality of education. The strategic task of the state education policy in Ukraine is the competitive exit of Ukrainian education to the world educational services market, deepening of international cooperation. For this, it is necessary, among other things, to expand the financial provision of education. The study of the effectiveness of education from the point of view of its impact on economic growth reveals the sources and factors of economic growth, contributes to the optimal distribution of resources between different areas, explains the distribution of income in society, affects the behavior of consumers of educational services as investors in the education system. One of the most effective means of successful implementation of educational transformation is the proper use of modern financing tools for all components of the educational system. Educational finance should ensure the development of the education system, its transition to a new quality level that would ensure the future socio-economic development of the country as a whole. The article describes the modern system of higher education and characterizes that the system of higher education in Ukraine is undergoing significant structural changes at all levels of the system. The main problems of financial support for the development of higher education institutions are considered. Potential internal and external reserves for expanding higher education funding sources are highlighted. The priority directions of the formation of the state policy of financial support of higher education institutions are outlined.
