STATE REGULATION OF THE AGRICULTURAL SECTOR DURING THE WAR (EXAMPLE OF KHARKIV REGION)
Abstract
The article is devoted to the topical issues of determining the problems of state management of the agrarian sector in the conditions of war. The military invasion of russia on the territory of Ukraine radically changed the tasks facing the government.The most urgent problematic issues of the organization of agricultural work during the war period are outlined. The biggest risks in the work of agricultural enterprises of the Kharkiv region in the conditions of a full-scale war have been determined. The main risks for the activity of the agrarian sector of the economy of Ukraine in 2022 in the conditions of a full-scale war are the following: a large-scale loss of the production and resource potential of the agricultural sector; the level of technical support of the agricultural sector has deteriorated catastrophically; cessation of activity of many agricultural producers or change of their specialization due to economic losses; destruction of part of the infrastructure facilities for storage and processing of agricultural products, problematic sales of products to foreign markets.The level of agricultural losses and their dynamics were assessed, the main instruments of necessary state support were determined, and the factors influencing the activity of the agricultural sector in the region with active hostilities were characterized. Possibilities of state support for agricultural production to restore the industry and stabilize its activity have been studied. The war with russia in the Kharkiv region led to a significant number of challenges and problems, including for the agricultural sector. Occupied territories, risks of sowing and harvesting, problems of logistics, targeted attacks on agricultural machinery, critical shortage of labor force, destruction of animals and theft of grain, unexploded shells and mined fields are only part of the problems of modern realities of agribusiness, but it was not possible to destroy his enemy.The most critical problems that require an urgent solution in the agricultural sector with the use of state resources have been identified.
