FINANCING OF CAPITAL EXPENDITURES AS A BASIC PREREQUISITE FOR MODERNIZATION OF FIXED CAPITAL OF FORESTRY
Abstract
It is proved that in the conditions of martial law and the deepening of institutional transformations in the forest sector of the national economy, the need to accelerate the pace of modernization and renewal of the fixed capital of Forestry and woodworking production is being actualized. It is proved that the pace of introduction of new, modernization and reconstruction of existing fixed assets of forestry production depends on the volume of financing of capital expenditures on forestry and hunting in the sector of state and municipal forestry. It is established that the main components of capital expenditures for forestry and hunting are: purchase of production equipment, cars, appliances, machines and mechanisms; capital construction of facilities; construction of forestry roads; major repairs and reconstruction of permanent forestry roads; other expenses. Studies have shown that in 2013-2021, there is an upward trend in the dynamics of most capital expenditures for forestry and hunting. It is established that in 2021, compared to 2013, the share of expenditures on the purchase of production equipment, cars, appliances, machines and mechanisms increased in the structure of capital expenditures for forestry and hunting, which indicates positive trends in the modernization and reconstruction of the active part of the fixed capital of Forestry, which is directly involved in the expanded reproduction and economic development of forest resource potential, as well as in the process of wood processing and the use of forest ecosystem services. It is proved that in the short term, the priority direction of increasing the financing of capital expenditures of forest farms should be to expand the scale of capital construction for more efficient use of forest ecosystem services, primarily the recreational value of forest biogeocenoses. It is proved that the priority of financing capital expenditures of Forestry enterprises should also be financing the purchase of production equipment for increasing the capacity for recycling logging waste and woodworking waste.
