FINANCIAL ASPECTS OF MANAGING THE PAYING CAPACITY OF SMALL AND MEDIUM-SIZED BUSINESSES IN THE CONDITIONS OF WAR
Abstract
The article examines the specifics of the functioning of small and medium-sized businesses in Ukraine during the war. The purpose of the article is to study the principles of managing the solvency of small and medium-sized enterprises under martial law, as well as to determine ways to increase the level of solvency in order to ensure the stability of their functioning in future periods. Thus, taking into account the growth of negative consequences associated with ensuring the appropriate level of solvency of small and medium-sized businesses in Ukraine in the conditions of war and economic instability, the need to research ways to solve this problem and form principles of solvency management in new conditions becomes especially urgent. Dynamic changes taking place in the economic system of Ukraine require improvement of the existing solvency risk management toolkit, which requires in-depth research in this area. The peculiarities of the organization of financial activities and financial management of small enterprises in the context of destabilization of financial markets and a general reduction in the volume of bank lending to business entities are determined. The main problems affecting the solvency of small and medium-sized enterprises in wartime conditions are considered. The need to take centralized regulatory measures on the part of the state aimed at supporting the solvency of small and medium-sized businesses in connection with the need to support entrepreneurial activity, ensure the stable functioning of the national economy and preserve jobs has been proven. The practical aspects of supporting the solvency of small enterprises through the bank lending system and targeted state business support programs are analyzed. The conceptual principles of improving the system of state support for small and medium-sized businesses, aimed at ensuring the appropriate level of solvency of the relevant business entities, have been determined. A number of measures are proposed, the implementation of which will improve the situation with the solvency of small enterprises in the short term.
