SOCIAL SUPPORT AND SOCIAL SERVICES FOR INTERNALLY DISPLACED PERSONS IN THE CONDITIONS OF WAR
Abstract
Russia's war against Ukraine forced millions of citizens to move to safer areas of our country, which caused an increase in the number of internally displaced persons. This led to the emergence of new problems in the social sphere, primarily monetary assistance, medical assistance, restoration of pension payments, housing, employment, etc. Social protection is aimed at providing citizens with the necessary goods to meet their needs, especially in conditions of full-scale war. Therefore, social support of internally displaced persons today requires further research and is particularly relevant. In Ukraine, the term "internally displaced person" appeared for the first time in 2014 in connection with the Russian-Ukrainian war, as a result of which people were forced to leave the temporarily occupied territories of the Donetsk and Luhansk regions of Ukraine and the Autonomous Republic of Crimea. As of the end of January 2023, the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine records about 5 million internally displaced persons. Among fairly passive tools (payments and assistance), it is worth noting active tools, that is, those that stimulate an internally displaced person to take an active part in the economic life of the state, especially in the current situation, that is, to create added value at the workplace. The purpose of the article is to reveal the content and features of social support for internally displaced persons in Ukraine. In accordance with the set goal, the following issues were considered in the work: the theoretical foundations of social support for internally displaced persons were investigated; analyzed the social support of internally displaced persons in Ukraine. The object of the study is the processes of social support of internally displaced persons; the subject of the study is the improvement of the efficiency of the provision of social services in support of internally displaced persons. The basis of the article is general and special methods: analysis, mathematical, statistical, comparison, synthesis and systematization of regulatory and legal documents, scientific literature, as well as research results of international organizations.
