FORMATION OF STRATEGY AND TACTICS FOR THE DEVELOPMENT OF THE LABOR-RESOURCE FACTOR OF PRODUCTION
Abstract
The purpose of the article is to develop theoretical provisions for the formation of the strategy and tactics of the labor factor of production. The relevance of the topic of the article is due to the need to revise the philosophy of personnel work based on a systemic approach. The functions of system management of human resources and the theoretical provisions of the principle of complexity, on which the management of labor resources of the enterprise should be based, are highlighted. It is recommended to create a single personnel service and a plan for the personnel support of production according to the principle of "just in time", which should consist in the fact that certain labor resources are located at the enterprise in the required quantity of the required quality at the required time in the required place with minimal costs due to their movement (recruitment , training, placement, retraining, professional and qualification growth, payment and labor incentives, loss of profit due to lost opportunities associated with irrational use of labor). The experience of organizing labor resources management of the company "Ukrprominvest-Agro" was considered. The organizational structure of the company's personnel management department, the budget for personnel management measures, the technology and results of the implementation of the new human resource management system at the enterprise were analyzed. The proposed definition of the process of managing the labor resource factor of the enterprise: increasing the socio-economic efficiency of the use of labor resources with the help of the organizational and management mechanism of coordination of personnel functions. A strategy for managing the company's labor resources based on the "just in time" principle is proposed. Within the framework of the proposed strategy of providing labor resources "just in time", the tactics of actions of the personnel service of the enterprise are recommended. Implementation of a systematic approach to personnel management at the enterprise will increase the competitiveness of the enterprise.
