INNOVATIVE TRAJECTORY OF THE REGIONAL ECONOMY DEVELOPMENT AS A STRATEGIC FACTOR IN THE RESTORATION OF TERRITORIES IN THE WAR CONDITIONS
Abstract
Under the current conditions of economic activity accompanied by full-scale Russian aggression on the territory of Ukraine, the issue of restoration of territories occupies one of the most important places in the state regional policy. In this context, the phenomenon of innovative entrepreneurship is of great importance for the restoration of territories in the strategic dimension, which determines and underlines the relevance of the chosen subject of the research. The purpose of the work is to research modern trends of innovative entrepreneurship in the conditions of Russian-Ukrainian armed conflict and to reveal its role in the development process of regional economy for territorial restoration in Ukraine. The following methods were used: system analysis (with the role of innovation entrepreneurship in the process of strategic management and development of regional economy), process approach (in considering the basic innovations of legislation in the sphere of state regional policy); comparative analysis (when analyzing the rating positions of Ukraine on the Global Innovation Index); structural-logical analysis (in the determination of modern trends of innovative activity in the conditions of Russian-Ukrainian armed conflict) and others. The main results of the research are the next: scientific opinion development on the role of innovation entrepreneurship in the process of economy management and development on the meso-level; identification the main obstacles on the way of realization of development scenarios in the strategic dimension; necessity of innovation entrepreneurship intensification with the purpose of restoration of war-affected territories of Ukraine, in particular in strategic dimension; ways of the legislative improvement in the context of innovation entrepreneurship; the monitoring results about rating positions of Ukraine in the Global Innovation Index; proposes to use the new opportunities and risks associated with the relocation of innovative enterprises to restore war-affected territories and develop relatively safe regions of Ukraine.The results, which have the most practical importance, include ways to improve the legislation in the sphere of state regional policy in the context of innovation entrepreneurship, which will facilitate more effective strategic management decisions, as well as proposals for new opportunities and risks, connected with the relocation of innovative enterprises to restore war-affected territories and develop relatively safe regions of Ukraine.
