FEATURES OF RAIL TRANSPORT PRODUCTIVITY IN UKRAINE AT THE CURRENT STAGE OF DEVELOPMENT
Abstract
The article is devoted to topical issues regarding the assessment and analysis of the productivity of railway transport of Ukraine in modern conditions. A number of scientists investigating these issues are listed and problems that require further resolution are highlighted. An assessment of the business environment regarding the reform of railway transport in the country is given. The current issue of privatization in railway transport of Ukraine in modern conditions is highlighted. The definition of the term "reform" in its broad sense is given. The European experience of organizing the functioning of railway transport in the leading countries of Europe is studied, and the experience of the United States in this issue is also highlighted separately. The key general provisions regarding the prospective development of railway transport in Ukraine are outlined. The proposed scheme for the formation of the effective development of the country's railway transport in four main stages: concept development, policy development, strategy development, development and implementation of programs for the further development of railway transport in Ukraine. The main strategic tasks regarding the development of railway transport of Ukraine have been formulated. The amount of investments in the country's railway transport and the structure of investments by sources of financing, which were planned in 2022, are estimated. The state of productivity of railway transport of Ukraine for the period 2018-2020 was analyzed. The idea of creating an innovative railway cluster at the state or regional level is proposed. The main priority directions for the development of railway transport have been formed, which are aimed at increasing the productivity of the specified sector of the production infrastructure. A general assessment of reforms in the country's railway transport at the current stage of development is given. It was concluded that it is necessary to improve the regulatory and legal framework for the functioning of railway transport in modern conditions and to apply a systematic approach to solving the mentioned problems. A set of organizational and economic measures to improve the productivity of the country's railway transport is outlined.
