PROBLEMATIC ASPECTS AND PRAGMATISM OF THE FUNCTIONING OF THE LABOR MARKET UNDER THE CONDITIONS OF STATE OF WAR
Abstract
The article highlights the features of the functioning of the labor market under martial law from a practical perspective, using modern research methods. The state and structure of vacancies by types of economic activity and in the professional sector in 2022 were considered. The offers of vacant positions and the rate of the unemployed on the labor market of Ukraine were analyzed. An analysis of the offers of vacant positions and the rate of the unemployed in the labor market in 2022 in a regional section was carried out. The trends of changes in the number of persons who had the status of unemployed by types of economic activity and the top 20 types of economic activity with the most employed unemployed in 2022 are highlighted. The task of restoring the labor market in the conditions of martial law and in the post-war period is determined. It was found that the stabilization of the labor market should be one of the most important tasks of the national policy, taking into account the emergence of various population groups (people with disabilities) who suffered from military aggression. The central theme of the post-war recovery of the labor market should be an increase in the level of employment, which should include guarantees of a living wage, social support and comprehensive programs to increase the minimum wage. It has been established that it will be difficult to quickly restore the pre-war situation on the labor market, the country needs to decide on directions to be prioritized in the near future in order to significantly restore the parameters of the labor market to a qualitatively new level. It was revealed that the stabilization of the situation on the labor market should take into account the restoration of human potential and capital, the creation of incentives for the rapid employment of employees, the formation of effective programs of retraining and advanced training in accordance with the requirements of the current situation, the attraction of donor funds for the creation of new jobs, forecasting of potential jobs, which will be in demand, development and implementation of employment programs for internally displaced persons, development of forms of remote employment of workers, etc.
