PRIORITIES OF IMPLEMENTATION THE CUSTOMS SECURITY OF THE STATE DURING WARTIME AND POST-WAR RECONSTRUCTION OF UKRAINE
Abstract
The article examines the current aspects of ensuring the customs security of the state in the conditions of wartime risks. The theoretical and methodological principles of the functioning of customs institutions in the context of improving the foreign economic policy and strengthening the customs security of the state are substantiated. Attention is focused on normative and legal measures regarding the settlement of problematic situations of customs clearance and control during the introduction of martial law in Ukraine. Factors influencing the implementation of an effective customs policy in Ukraine in the conditions of the activation of European integration processes have been identified. The necessity of digitalization of the customs space of Ukraine in order to increase the effectiveness of fiscal and regulatory functions by customs bodies was emphasized. The conceptual aspects of reforming the customs affairs, taking into account the modern conditions of combating wartime risks, are highlighted. In particular, the necessity and priority of making adequate changes and adjustments in the state policy regarding the formation of favorable conditions for the activity of subjects of foreign economic relations were emphasized. Such a context will contribute to the stabilization of the socio-economic sphere in the country in the post-war period and will serve as a basis for the focus of increasing the level of customs security in Ukraine. Therefore, the authorized authorities and customs institutions in the conditions of dynamic transformations of the structure of foreign trade and customs policy are trying to work harmoniously and take balanced steps, which will have an important role in the context of not only improving the organization of customs procedures, strengthening the customs security of the state, but also the stability of the development of the economy of Ukraine in the period of post-war reconstruction.
